Does a Tasmania Builder Domestic Licence Need 2 or 4 Years of Experience?

·8 min read

The answer is 2 years or 4 years, depending on whether you have a building trade qualification. Consumer Affairs Tasmania’s Builder licence guidance, dated 5 August 2026, also lists Certificate IV in Building and Construction (Building) as the minimum mandatory qualification for Builder Domestic; figures checked 1 October 2026.

At least half of the minimum required experience must be gained after receiving that qualification.

Who handles builder licensing after the October 2026 transition?

Consumer Affairs Tasmania says that, from 1 October 2026, CBOS transitioned to Consumer Affairs Tasmania and Building Standards Tasmania. References to CBOS in older information should be read as referring to the relevant regulatory function within the new agencies.

Which experience pathway applies?

Consumer Affairs Tasmania sets out these minimum experience pathways for Builder Domestic:

Experience pathwayMinimum supervised experienceMinimum experience gained after qualification
With a building trade qualification2 yearsAt least 1 year
Without a building trade qualification4 yearsAt least 2 years

The minimum mandatory qualification and the experience threshold are separate checklist items. Consumer Affairs Tasmania gives Certificate III in carpentry, brick laying, cabinet making or a similar qualification as examples of a building trade qualification, while separately identifying Certificate IV in Building and Construction (Building) as the mandatory qualification.

The approved forms should therefore explain both your qualification history and how your supervised experience matches the Builder Domestic scope.

How recent must your experience be?

Consumer Affairs Tasmania says experience must be relevant and recent. Experience more than 5 years old will not be accepted without recent experience.

That means an older work history cannot be used on its own to meet the pathway. Your evidence still needs to show recent experience, your role and responsibilities, and work within the scope of the licence class you are applying for.

What happens if there is a gap after qualification?

An application will be refused for a post-qualification experience gap of 2 or more years, unless you can provide more verifiable experience.

Keep the chronology in your statement clear, including project dates and periods of supervised work. Information gaps may also mean Consumer Affairs Tasmania cannot count some of the experience submitted.

How do you prove your experience?

Consumer Affairs Tasmania requires detailed evidence that can be verified. For a new application, prepare:

Each referee must be an appropriate industry professional, hold a licence at the same or a higher level than the class being applied for, and have overseen you doing the work covered by the statement.

Referee statements must be signed and dated and show the period supervised. They must also use the approved forms; formats intended for another state or territory regulator may be rejected. Free-form letters are unsuitable because they rarely provide everything needed for a complete assessment.

Does the evidence need to match domestic work?

Yes. Consumer Affairs Tasmania says Builder Domestic is intended mainly for houses, townhouses, garages, sheds and similar domestic work.

The evidence should show at least:

To include NCC Class 2 work, your statements must clearly show suitable Class 2 experience. At least one referee should have directly observed that work, preferably a licensed builder or another building professional.

If your evidence only covers NCC Classes 1 and 10, ask for a licence restricted to those classes. Without Class 2 evidence, Consumer Affairs Tasmania says the licence will likely be conditioned to Classes 1 and 10 only.

What else should the application include?

Consumer Affairs Tasmania requires the relevant qualification, evidence of supervised experience in the same scope of work, and supporting documents such as insurance and identity evidence.

Check the current regulator page and application checklist before submitting documents. This article is general information, not financial or legal advice. For insurance requirements or cover, read your policy’s PDS and certificate of currency rather than relying on a tax invoice as proof of cover.

FAQ

Does the Certificate III mentioned in the 2-year pathway replace the Certificate IV requirement?

No replacement is stated. Consumer Affairs Tasmania lists Certificate IV in Building and Construction (Building) separately as the minimum mandatory qualification, while Certificate III qualifications are given as examples relevant to the 2-year experience pathway.

How recent does my experience need to be?

It must be relevant and recent. Experience more than 5 years old will not be accepted without recent experience, so an older work history should be supported by evidence showing that you remain competent in the relevant scope.

Can I apply after a 2-year gap in post-qualification experience?

Consumer Affairs Tasmania says an application will be refused for a gap of 2 or more years after the minimum qualification unless more verifiable experience can be provided. Additional experience does not guarantee acceptance; Consumer Affairs Tasmania must be able to verify it.

What NCC classes can Builder Domestic experience cover?

The minimum evidence is NCC Class 1 and Class 10 work. NCC Class 2 work can be included only when the statements show suitable Class 2 experience. Evidence limited to Classes 1 and 10 supports a licence restricted to those classes.
